Why did NSG take 9 hrs to get there?

An article from Sunday Times of India - throwing light on dismal crisis management in India.

NSG (National Security Guards) is the top-notch security agency that did a marvellous job in saving many civilians under seige at Hotel Taj, Hotel Oberoi and other places. 

But it took over 9 hours for NSG troops to reach Mumbai from New Delhi and start their mission. 

This reveals many cracks in the crisis management in India - especially for a city like Mumbai that is the Financial Capital of India.

Here is why it took so long for NSG to reach Mumbai - and how the events unfolded:

The terrorists strike Mumbai  at 9.30pm on 26/11/2008. Chief Minister Vilasrao Deshmukh is in Kerala. He is briefed about the attack on the city’s prime locations. By the time Deshmukh grasps the enormity of the situation, 90 minutes have gone by. 

He rings Union home minister Shivraj Patil at 11pm and asks for NSG commandos. 

"How many men?" Patil asks. "200," says the CM. Patil calls NSG chief J K Dutt and tells him to send 200 battle-ready commandos to Mumbai. 

Most of the NSG men have to be roused from sleep. They don their uniforms, strap on safety gear, collect ammo and firearms. It is discovered that the only plane that can take 200 men, the IL 76, is not in Delhi but Chandigarh. Precious minutes are ticking by. 

The IL 76 pilot is woken, the plane refuelled. It reaches Delhi at 2am. By the time the commandos get in and the plane takes off, four-and-a-half hours have elapsed. Experts say that unless a response is mounted within 30 minutes of an attack, the enemy can assume key defensive positions.

It takes the aircraft almost three hours to land at Mumbai airport. Unlike the Boeing and Airbus, IL 76 is a slow plane. By the time the NSG commandos board the waiting buses it is 5.25am. 

The buses take another 40 minutes to reach the designated place in south Mumbai where the commandos are briefed, divided into different groups and sent out on their mission. 

By the time they start their operation, it is 7am — in other words, nine-and-a-half hours after the terror strike. 

Many lives might have been saved had this delay not happened. 

The obvious question is why is the NSG stationed only in Delhi. When Indian cities are vulnerable to terror attacks, why is there no commando force like the NSG, or its units, in every city?

Enough is enough

As a consequence of brutal terror attack on Mumbai that shook the entire nations, things have started moving fast. It is extremely sad that it took such a heinous attack and lives of many civilians and India’s best security people for government to act.

India has always been proud of its democracy – and rightly so. But the fact is, the same democracy – what sometimes is referred to as ‘functioning anarchy’ has led us to the current state of the nation. We have developed this habit of taking an assault, absorbing all pains and shocks  and moving on without fighting back…the shameless politicians and the high-brow, elite class call it – ‘The spirit of India’ (???)

There have been many bomb blasts and terror attacks in India over the years. But the one on Mumbai has aroused completely different sentiments. The reason is obvious – till now terror attacks were limited mostly to railways, targeted at common people (except for the one on parliament). But the one on 26/11 was targeted at rich and elite class of the five-star hotels. Many high profile business leaders, bureaucrats and other distinguished guests became victim or escaped narrowly. This created a panic wave among those sections of the society which till now had considered themselves safe. These people did not do much in the past than to shed a tear or two for the common people victimized in the attacks – or maybe donate some money, organize charity shows to raise funds etc. But this time they are responding differently – for the first time they can feel pains and sufferings of common man. Look at the way this high-brow society (from Shobha De to Amitabh Bachchan to other celebrities) are reacting – ‘Enough is enough’

It is unfortunate that such a threat to India compel s us to unite against war on terror – nevertheless the silver lining is that – at least now the need for national security is felt unanimously by India.

Ajmal Amir Kamir, age 21,  (picture below) is the only terrorist involved in the Mumbai attack to have been captured alive. He speaks fluent English and hails from Pakistan’s Faridkot district. It absolutely perplexes me to imagine what goes on in the minds of such youth who embrace terrorism – what kind of education/ brain-washing they go through. What their primary motive is and what kind of a system gives them a free hand to develop these feeling?

India have used a tough language while citing Pakistan link to the terror – and as per the customary, Pakistan has shaken hands off it. There may or may not be any involvement of Pakistani government in these attacks but the fact that cannot be denied is: These terrorist groups have been using Pakistani soil to carry out such plots, and the government of Pakistan has not been able to contain them.

It remains to be seen how this diplomatic and political battle shapes up between India and Pakistan – does it lead to a war, does it end up like ‘a flash in the pan’ just as on many previous occasions or does it act as the prime issue in the upcoming General Elections in India. The recent developments are already hinting towards the last – when Home Minister was asked to resign from his post citing the responsibility of the attack and the opposition clinched the opportunity by calling it a step ‘too little, too late’

But one thing is certain that the mood amongst common people has reached it tolerance level. The message is clear and loud: ‘Enough is enough’

रविवार चा दिवस होता, एका मोठ्या उद्यानात, संता एक खड्डा, खणायचा, ५ मिनिटानी, बंटा येवुन

तो खड्डा मातिन बुजवायचा, झारिन पाणी शिंपायचा. परत संता दुसरा खड्डा, खणायचा, ५ मिनिटानी, बंटा येवुन तो खड्डा मातिन बुजवायचा, झारिन पाणी शिंपायचा...

असा त्यांचा उद्योग चालु होता. बाजुला बसलेल्या माणसाला खुप कुतुहल होत, शेवटी न रहावुन त्यान संताला विचारल कि ते नेमक काय करत आहेत.

संता म्हणाला " हा आमचा वृक्षा रोपणाचा कार्यक्रम आहे.

आमचा फंटा नावाचा आणखी एक मित्र होता.मी खड्डा खोदायचो, फंटा त्यात झाड लावायचा, अन बंटा,माति टाकुन

खड्डा बुजवुन पाणी घालायचा, पण फंटा आता या जगांत नाहि....."

संता-मला धमकीच पत्र आल आहे की मा्झ्या बायकोचा नाद सोड नाहीतर खुन करीन.

बंटा-मग नाद सोड,

संता-अरे निनावि पत्र आहे. मी कस ओळखु की याची बायको कोण आहे?

एका माणसाची बायको हरवते. तो प्रभु रामाच्या ्मंदिरात जातो, व प्रर्थना करतो " हे प्रभु माझी बायको हरवली आहे,"

राम म्हणाला " बाजुच्या हनुमानाच्या मंदिरात जा,माझी बायको पण त्यानेंच शोधली होति."

डि प्लॅटफॉर्म पर पधार रहि है." ये सुनकर सारे सरदार डर गये और ट्रॅक पर कुदकर खडे हो गाये. मगर अनाउसमेंट के मुताबिक गाडि प्लॅट फॉर्म नहि आइ ट्रॅक पर आ गयी.. और ये हादसा हो गया.

संटा= मै सुसाईड करनेके लिये ट्रॅक पर खडा था.. मैने जैसे हि अनाउंसमेंट सुनि वैसा मै वापस प्लॅट फॉर्म पर चढ गया और बच गया..सब उसकी लिला है.. जिनको बचना चाहिये वोह चले गये. जिनको जाना था वोह आपके सामने है..

डॉक्टर : पुन्हा तेच, अहो म्हणताय की तुम्ही "फ"

व्यक्ती : डॉक्टर फाहेब, तुम्हाला फमजलेच नाही, मला काय म्हणायचे आहे ते!

स्त्रियांच्या मैत्रीपेक्षा पुरुषांची मैत्री अधिक घट्ट असते. 

एक बायको एकदा संपूर्ण रात्रभर घरीच येत नाही. दुसऱ्या दिवशी सकाळी नवरा विचारतो, तेव्हा ती सांगते, ''अरे, मी एका मैत्रिणीच्या घरी राहिले होते.'' 

नवऱ्याचा तिच्या शब्दांवर विश्वास बसत नाही. तो तिच्या सर्वात जवळच्या १० मैत्रिणींना फोन करतो. त्याची बायको आपल्याकडे आली नव्हती, असंच दहाहीजणी सांगतात. 

आता जेव्हा एक नवरा संपूर्ण रात्रभर घरीच येत नाही, तेव्हा काय होते पाहा. दुसऱ्या दिवशी सकाळी बायको विचारते, तेव्हा तो सांगतो, ''अगं मी माझ्या एका मित्राच्या घरी राहिलो होतो.'' 

बायकोचा नवऱ्यावर विश्वास बसत नाही. ती त्याच्या सर्वात जवळच्या १० मित्रांना फोन करते. त्यांतले पाचजण छातीठोकपणे सांगतात की काल रात्री तो त्याच्याच घरी होता. उरलेले पाचजण तर, आत्ताही तो आपल्या घरातच आहे असंही सांगून टाकतात

संता-बंता जंगलात गेले होते. समोरून अचानक वाघ आला. संतानं प्रसंगावधान राखून गुरकावणाऱ्या वाघाच्या डोळ्यांत चपळाईनं माती फेकली आणि तो बंताला म्हणाला, ''पळ पळ बंता!'' 

बंता हसत उत्तरला, ''मी का पळू? माती तू फेकलीयेस त्याच्या डोळ्यांत!!!!''

तो आणि ती एका कॉफीशॉपमध्ये ब्लाइंड डेटवर भेटले. पण त्याला तिच्याबरोबर एक मिनिटही घालवणंही जड जात होतं. केमिस्ट्री जमत नव्हती.

अशी वेळ आलीच तर सुटका व्हावी, म्हणून त्यानं एका मित्राला मोबाइलवर फोन करायला सांगून ठेवलं होतं. अचानक त्याचा मोबाइल वाजला. 'एक्स्क्यूज मी!' म्हणून तो लांब गेला आणि अगदी पडेल चेहऱ्यानं तिच्यापाशी येऊन म्हणाला, ''व्हेरी सॉरी! पण, आत्ताच माझे आजोबा वारले आहेत.''

ती आनंदानं उसळून म्हणाली, ''थँक यू व्हेरी मच! तुझे वारले नसते तर माझ्या आजोबांना मरावं लागलं असतं!!!!

तेव्हा दुसरा चोर म्हणतो,"आपल्याला पैसे मोजायची गरज नाही,आपण फ़क्त उद्याचा पेपर वाचायचा...."

संताला आपल्या बायकोच्या वागण्यावर थोडा संशय होता. तो येता जाता आपल्या १० वर्षाच्या मुलाला सांगत असे माझ्या नंतर घरी कोणी आले-गेले तर मला सांगत जा. एकदा काही कामासाठी संता गावाबाहेर गेला तेथुन आपल्या घरी फोन केला तेव्हा त्याच्या मुलाने फोन उचलला...

 

"हलो.... :संता - "बेटा घरी कोण कोण् आहे ? "

 

मुलगा - "मी मम्मी व मम्मी चा दोस्त"

 

संता - "काय ?.. एक काम कर लवकर सांग ते काय करत आहेत.."

 

मुलगा - "ठीक आहे... थांबा दोन मीनीट"थोड्या वेळाने मुलगा- "ते दोघे... बेडरुम मध्ये आहेत."

 

संता रागाने- "काय? बेटा एक काम कर..... पळत पळ्त जा व मोठ्याने बोल पापा आले.. पापा आले.... मग सांग काय झाले ते....."

थोड्या वेळाने मुलगा परत फोन वर आला.." हलो." संता-" बोल काय झालं"

 

मुलगा- "मी पप्पा आले... असं बोलल्यानंतर लगेचच मम्मी पळत किचन मध्ये केली व चाकू हातात घेऊन आपल्या पोटामध्ये मारला ती जागच्या जागी मेली."

 

संता- " बर झालं.... त्या मम्मी च्या दोस्ताचे काय झाले?"

 

मुलगा -" त्याने खिड्कीतून खाली स्विमीग फुल मध्ये ऊडी मारली..पण आज ड्राय-डे फुल मध्ये पाणीच नाही....तो पण मेला...."

 

संता - "हा हा हा...... क्या बात है दोनो खल्लास ....... अरे एक मीनीट माझ्या घराजवळ तर स्विमीग फुलच नाही आहे..एक मीनीट हे सरदार संताच्या घराचाच फोन नंबर आहे ना? "

'' छ्या! बकवास आहे हो सगळी!'' विन्या उत्तरला. '' माझंही मत अगदी तुमच्यासारखंच होतं आतापर्यंत.

पण, आता बसला. काल तुम्ही ज्या एकुलत्या एका काकांच्या अंत्ययात्रेसाठी हाफ डे टाकून गेलात ते आज चक्क ऑफिसात आले आहेत तुम्हाला भेटायला!!!!

World Association of Newspapers: Interesting information

I am an avid reader of Chandoba - Marathi version of kids popular magazine Chandamama (http://www.chandamama.com) and still buy its monthly issue. (Don't judge me by this...I also read other stuff for 'grown ups' :P) Must mention here that the magazine that was sold for Rs. 5 not long ago has now touched Rs. 20 apiece!!!

I came across a rather interesting bit published in Nov 2008 issue that talked about India's newspaper circulation numbers in comparison with the rest of the world. It aroused my interest and hence I decided to dig further - based on the references cited in that snippet.

The reference was a report published in June 2008 by World Association of Newspapers, aka WAN (http://www.wan-press.org/article2825.html). WAN is the apex body of leading newspapers publishers. It represents over 18,000 publishers from 102 countries. WAN aims to defend and promote press freedom and promote co-operation between its member organizations across the world. 

Apart from this WAN also publishes many reports, statistics about the newspaper circulation, its growth and the direction. It is considered to be a credible source for anything to do with newpaper publishing industry.

Now coming back to the article in that kids magazine, what caught my attention was this:

India prints over 99,000,000 (99 million or 9.9 crores) copies of daily newspapers and stands at second position. China tops the list with 107,000,000 copies (10.7 crores). China and India are followed by Japan (68 million or 6.8 crores) and USA (50 million or 5 crores). In 2007, the daily newspaper circulation in India rose by 11.2% as against worldwide rise of just 2.57%. Amongst world's top 100 daily newspapers (on basis of circulation) 74 are from China, India and Japan

I found this interesting from different perspectives:

Firstly, contrary to common perception, the world newspapers circulation is still growing (though by just 2.57%). So even with the advent of
e
lectronic media, an era of 'breaking news' and 'online news' people still want to read dailies - that is a very heartening. What makes me more happy is the fat that the growth in India (at 11.2%) is still very strong. It means that people still have faith in 'published' news. With so many '24 hrs.' news channels trying to 'create' news, people are relying more and more with what is 'written'. So some positives in there...

Another thing that makes me happy is the dominance of Asian countries (China, India, Japan) in that top 100 list. One should understand that the newpaper publishing in the West and US has a long tradition. Many newspapers have gained such a great credibility that the opinions published in these dailies can actually change the public perception. Many notable newspapers in the US and Europe take a significant position in lots of social issues, welfare causes and debates. I do not see that happening in India to that extent.

Even then, the top 100 list is dominated by Asian dailies - and it is not only because of the population. Another reason for this, at least in India, is that people 'believe' what is printed in newspapers. They are influenced by opinion of newspapers and often see the news (and the world) in that direction. 

So Indian newspapers have a great opportunity to be a 'change agent' for society, to bring about social reforms through responsible journalism. A mere rise in circulation will not make any difference.

Considering that India's population is 1.2 billion and literacy of around 60%, there should be around 720 million readers in India. If we assume that per family people buy only one daily (assuming average size of family as 4), the total newspaper circulation in India should be roughly 180 million. (I know this is a rough approximation, but serves the purpose well).

So India's circulation of 99 million is well below that 180 million figure - which means the daily newspapers have not yet reached to all (literate) people and there is huge scope for growth. So it can be estimated that India's growth story will continue in years to come.

Another significant point I want to mention about the trends in Indian publishing industry (which is not covered  in WAN report) is - the new wave of consolidation within the industry and with allied industries, mainly electronic media.

A lot of big publishers are aquiring small and regional dailies to increase geographical footprint. Many publishing houses are tying up with electronic media. e.g. IBN with Lokmat, NDTV with Indian Express etc. Some publishing houses such as Times group and India Today are launching their own news channels (Times Now and Headlines Today). So he competition is not between the traditional newspaper publishers, but also with the electrinic media. This will have both positive and negative effects - on circulation, on the integrity of news reporting etc. But it is something the newspapers must learn to live with. They do not have a choice.

Ultimately the responsible journalism will survive any competition in the long run.

P.S.: The role and impact of advertising revenue in newspapers and the recent trend of publshing houses going public to raise capital is another topic of discussion - which I find equally interesting (primarily because I have invested in them :P)
